The site has been inhabited since Punic times. In the 5th century BC, the Carthaginians established the port of Clypea. Under Rome, the city thrived through commerce and agriculture on Cap Bon. In the 6th century, under Justinian, the Byzantines fortified the promontory and built the current fort to defend the coast from the Vandals.
In the 16th century, the Spanish and then the Ottomans strengthened the fort. Barbary corsairs made it an advanced base for raids on Sicily. Under French rule (1881), Kélibia remained a modest fishing port. Today, it is one of Tunisia's most important tuna fishing ports. The International Amateur Film Festival (FIFAK) has taken place here every summer since 1964.
